As per the Building and Construction Authority, which administers PSI under the Building Control Act (CAP 29) and related control regulations, Stellar Structures provides BCA Periodic Structural Inspection (PSI), a mandatory safety assessment program in Singapore, with the Building Control Act setting the parameters for compliance. The visual inspection; PSI is always conducted by the PE as per the BCA requirements; Er. Aman Aboobucker.
The duration for the PSI set by Statutory requirements is
- Interval of every 5 years for non-residential buildings
- Interval of every 10 years for residential buildings
Buildings are required to undergo PSI from their 13th year. This applies to non residential premises, but excludes detached, semi detached, and linked houses used exclusively as a residence, as well as temporary buildings. The construction authority sets these building safety inspection requirements under the Act to support building safety compliance.

What is the process to move forward with a Periodic Structural Inspection (PSI) notice from BCA?
Step 1) Obtain a quotation and appoint civil/structural Professional Engineer (PE). Building owners or owners must appoint a Structural Engineer, being one of the registered professional engineers, within the timeframe stated in the PSI notice; this is a qualified professional whose status requires rigorous education and practical experience.
Step 2) Professional Engineer will purchase as built plans from BCA via BCA PPS system. If the owner/developer has the full BCA as built systems, you may save cost here and provide all the drawings via soft copy only.
Step 3) PE completes Appointment form to submit to BCA.
Step 4) PE makes site visit to take pictures with the client/owner of the building, with access arranged by the client or occupants where needed. Where false ceiling is present, every 250m2 the client must open and have a worker to climb and inspect the area to take phots and videos as per the BCA new regulations.

Step 5) Upon completion of site visit, professional engineers will assess visible structural elements, including foundations where accessible, document the findings in the inspection report, and the appointed Structural Engineer will report to BCA after inspection. This psi process aims to detect structural defects and ensure public safety, while identifying structural integrity issues, safety risks, needed repairs, and ongoing maintenance items.

Small properties are often around S$1,500 to S$3,000, medium properties about S$3,000 to S$5,000, and larger properties from S$5,000 to S$8,000 or more. Cost can also vary based on building age, building types, occupancy patterns, and site access conditions. Public housing developments and strata titled developments may also follow specific PSI protocols, and in such cases the management corporation is typically responsible for compliance.
