A tenant fit-out can look ready for construction while still being stopped by one unresolved item: fire protection approval. The answer to who approves fire safety plans is rarely a single person. Depending on the property, scope, and jurisdiction, review may involve the local fire marshal, building department, plans examiner, and licensed design professionals responsible for the submitted documents.

For owners, developers, contractors, and facility managers, the practical objective is not simply to produce a fire safety drawing set. It is to submit a coordinated package that shows the building can meet the applicable fire, building, accessibility, and occupancy requirements without creating conflicts with the proposed architectural or MEP work.

Who Approves Fire Safety Plans?

In most U.S. jurisdictions, the authority having jurisdiction, commonly called the AHJ, has final authority to accept or reject fire safety-related plans. The AHJ is usually the municipal or county fire department, fire marshal’s office, fire prevention bureau, or a building department working jointly with fire officials.

A building official may review the overall permit application, occupancy classification, means of egress, construction type, and code compliance. The fire marshal or fire plans examiner typically focuses on fire and life safety provisions, such as sprinkler coverage, fire alarms, smoke control, exit access, fire department access, standpipes, hazardous materials, and fire-resistance-rated construction.

Which Codes Control the Decision?

The AHJ enforces the code editions adopted in that jurisdiction. This may include a locally adopted International Building Code, International Fire Code, NFPA standards, state amendments, county ordinances, and fire department policies. The applicable edition matters because requirements can change between code cycles.

A common mistake is to design from a current online reference without confirming what the permitting authority has adopted. A project may also be subject to existing-building provisions, historic-building rules, high-rise requirements, or local requirements that are more restrictive than the base code.

Existing buildings deserve particular attention. A minor renovation may be permitted under limited-scope alteration rules, while a major change of occupancy can trigger upgrades to alarms, sprinklers, exits, accessibility, structural capacity, and fire-resistance construction. The cost difference can be substantial, so code feasibility should be checked before signing a lease, finalizing a purchase, or committing to a construction budget.

Approval Is a Process, Not a Stamp

Most fire safety approvals move through a defined sequence. The project team first establishes the proposed occupancy, scope of work, and applicable codes. The design team then prepares coordinated plans and calculations, submits them to the relevant departments, and responds to review comments.

After plans are accepted, permits are issued and installation can proceed. Field inspections remain essential. Tenant improvements can be especially vulnerable when teams assume the landlord’s base building systems will automatically support a new layout. Another issue is submitting fire protection drawings too late. If the architect has already fixed the ceiling, partitions, and mechanical layout before sprinkler and alarm coordination begins, revisions can affect cost, program, and construction sequencing. Early technical review is usually less expensive than redesign after agency comments.

When Other Agencies May Be Involved

Fire safety approval may sit alongside other approvals rather than replace them. Planning departments can review land use and site conditions. Public works agencies may review fire access roads or water connections. Environmental and health departments may review hazardous materials, commercial kitchens, or specialized occupancies. Utilities may have requirements for electrical service, generators, or gas installations.

For projects in Singapore, the approval pathway differs from the U.S. model. SCDF is the central authority for fire safety submissions, with plans generally submitted through the required professional channels and coordinated with other agencies as applicable. The underlying lesson is the same: confirm the authority, submission route, and code basis at the start rather than relying on assumptions from another project or country.

How to Prepare a Submission That Moves Faster

Start with a code and authority review before detailed design. Confirm the legal occupancy, existing approvals, building limitations, and whether the proposed work changes the building’s risk profile. This is particularly valuable for older commercial units, industrial facilities, mixed-use properties, and spaces with undocumented alterations.

Next, assign clear responsibility for architectural, structural, mechanical, electrical, fire alarm, and sprinkler information. A single coordinated set of drawings reduces the risk that separate consultants issue conflicting details. Where a professional seal or specialized fire protection design is required, engage the appropriate licensed professional early.

Finally, treat plan-review comments as technical questions that need complete responses. A short reply that merely says “revised as noted” can create another review cycle. A stronger response identifies the sheet, revision, code basis, and any supporting calculation or product information.

For a project team, the most useful question is not only who will approve the plan. Ask what evidence that reviewer needs to see that the building will remain safe after the work is complete. Designing around that answer from the first layout review can protect both the construction schedule and the investment behind it.
