An SCDF submission is rarely delayed because a drawing is missing a single note. More often, the issue is that the architectural layout, M&E design, structural works, and fire safety strategy do not tell the same story. Knowing how to prepare SCDF submission materials properly means resolving those gaps before the plans reach the authority, not after a technical query stops work on site.
For renovations, additions and alterations, change-of-use works, and new developments in Singapore, the submission should be treated as a coordinated design package. It must demonstrate that the proposed works meet the applicable fire safety requirements while remaining buildable, approvable, and aligned with other authority submissions.
Start With the Scope and Fire Safety Impact
The first task is to define exactly what is changing. A new partition wall, mezzanine, retail fit-out, warehouse storage layout, or conversion of an office to another use can affect travel distances, exit capacity, compartmentation, occupant load, fire protection systems, and fire engine access.
Do not assume a project is minor because the physical construction area is small. A compact interior renovation may still require careful review if it changes the use of a space, affects an exit route, encloses a corridor, introduces higher-risk operations, or alters existing fire-rated walls and doors. Conversely, some works may be exempt from formal submission requirements, but that should be confirmed against the actual scope and building conditions rather than assumed from a contractor’s quotation.
At this stage, establish the building’s approved use, floor area, occupancy characteristics, existing fire safety provisions, and the limits of the proposed works. Obtain available approved plans, fire safety documentation, and information on past alterations. Where records are incomplete, a site inspection and measured verification may be necessary before design proceeds.
Appoint the Right Qualified Team Early
SCDF plans are generally prepared and submitted by the appropriate Qualified Person, with input from architects, professional engineers, mechanical and electrical consultants, and fire protection specialists where required. The correct appointment structure depends on the project type, building use, and scope of regulated work.
Early coordination matters because fire safety is not an isolated drawing exercise. The architect may need to adjust a layout to maintain exit widths or travel distances. The M&E team may need to revise sprinkler coverage, smoke control, emergency lighting, fire alarm devices, or hose reel provisions. Structural input may be required for new openings, steelwork, platforms, mezzanines, or the support of services and equipment.
For owners and contractors, the practical objective is clear: appoint consultants who can identify these overlaps before construction commitments are made. Revising an early layout is usually manageable. Reworking installed partitions, ceiling services, fire-rated enclosures, or structural members is not.
Prepare a Coordinated SCDF Submission Package
A complete submission package should be clear enough for the reviewing officer to understand the existing condition, the proposed work, and the intended compliance approach without having to reconcile conflicting drawings. The exact documents vary by project, but a typical package may include:
- Architectural floor plans, reflected ceiling plans, sections, elevations, and site plans showing the relevant fire safety provisions.
- Fire safety plans identifying exits, escape routes, travel distances, exit signs, emergency lighting, fire-rated construction, fire doors, and compartment boundaries.
- M&E and fire protection drawings for systems affected by the work, such as sprinklers, fire alarms, hose reels, wet risers, smoke control, or mechanical ventilation.

Existing and proposed conditions should be distinguished clearly. Check Means of Escape First
Means of escape is often the fastest way to identify whether a concept can proceed as planned. Review the number and position of exits, exit door swing, unobstructed escape paths, travel distance, common path conditions, staircase capacity, discharge arrangements, and occupant load assumptions.
Avoid treating furniture layouts as decorative information. In restaurants, offices, gyms, retail spaces, factories, and warehouses, the final use of the floor area can directly affect escape routes and occupant calculations. A layout that appears acceptable as an empty plan may fail once counters, storage racks, workstations, display units, or seating are included.
Protect Compartments and Fire-Rated Elements
Fire-rated walls, doors, shafts, lobbies, and floor slabs must be identified and protected throughout the design. New penetrations for ducts, pipes, cable trays, and other services require suitable fire stopping details. A common site problem is a compliant architectural plan followed by uncoordinated M&E installation that compromises a rated barrier.
The submission should therefore show the intended fire-resisting construction and relevant details. During construction, the contractor must use compatible tested systems and keep records where required. Substituting materials without technical review can create approval and inspection issues later.
Coordinate Active Fire Protection Systems
Changes to room layouts, ceiling heights, occupancy, or floor area can affect active fire protection coverage. Sprinkler heads may need to be relocated or added. Fire alarm devices must remain appropriately positioned and audible. Mechanical ventilation and smoke control arrangements may also require review where new rooms, corridors, or enclosure conditions are introduced.
This is one reason a coordinated ceiling plan is valuable. It allows the design team to check lights, diffusers, sprinklers, detectors, access panels, beams, and bulkheads together. It also reduces the risk of site clashes that lead to improvised relocation of fire safety equipment.
Use the Applicable Fire Code, Not a Generic Checklist
The SCDF Fire Code and related technical requirements should guide the design, but compliance cannot be reduced to copying standard notes onto drawings. Requirements depend on building purpose group, height, floor area, occupant load, fire risk, existing building conditions, and the nature of the proposed work.
For example, an industrial unit used for storage may require a different assessment from one used for production, repair, or higher-risk materials. A landed-house addition has different considerations from a condominium common-area renovation. A mezzanine may trigger questions about floor area, access, structural capacity, use, compartmentation, and sprinkler coverage.
Where the project departs from straightforward prescriptive provisions, seek technical advice early. Alternative solutions or performance-based approaches can be possible in some circumstances, but they require stronger justification, specialist analysis, and adequate time. They are not a shortcut for a layout that was developed without considering fire safety.
Submit Through the Current Authority Workflow
SCDF-related plan submissions are made through the applicable electronic authority submission process by the appointed QP or authorized consultant. The team should confirm the required submission type, forms, declarations, endorsements, and supporting documents for the specific project before lodgment.
Before submitting, conduct an internal drawing review. Check that room names match across architectural and M&E plans; exit doors are consistent on plans and schedules; fire-rated elements are not contradicted by interior elevations; and all proposed works are within the declared scope. Confirm that revisions from the owner, tenant, landlord, MCST, or contractor have been incorporated rather than communicated only by email or marked-up sketches.
A clean submission is not one with the most pages. It is one where the scope, compliance basis, and proposed details are easy to verify.
Plan for Queries, Approval Conditions, and Site Inspection
Even well-prepared submissions can receive technical queries. Treat them as design issues to be resolved properly, not as administrative obstacles. Respond with revised drawings, calculations, clarifications, and coordinated input from the relevant disciplines. A partial reply that addresses only one drawing often creates another review cycle.
After approval, read all conditions carefully and pass them to the contractor. Approved plans are not merely for filing. They are the reference for construction, procurement, inspections, and any required clearances before occupation or use.
Site verification should begin before ceilings are closed and finishes conceal critical work. Check escape routes, fire door labels and hardware, fire-rated partitions, service penetrations, sprinkler head locations, alarm devices, signage, and access to fire safety equipment.
