That is the practical reason to ask who needs fire code submission before construction begins. The answer is not limited to new buildings: owners, developers, tenants, contractors, and facility managers may all need a submission when a project changes fire safety provisions, use, layout, occupancy, or access.

A fire code submission is generally the formal package provided to the authority having jurisdiction, often the local building department or fire marshal, to demonstrate that proposed work meets the applicable fire and life-safety requirements. The exact process, code edition, and approval route differ by jurisdiction. However, the core issue remains consistent: if an alteration can affect how occupants escape, how a fire is detected or controlled, or how responders access the building, it should be assessed early.

Who needs fire code submission before work starts?

The party responsible for filing may vary, but the need for review is driven by the scope of work. On a ground-up development, the owner or developer typically appoints the design team to coordinate the fire submission alongside architectural, structural, mechanical, electrical, and permit drawings. On a tenant improvement project, the tenant may lead the work, while the landlord retains approval rights and may require evidence of code compliance before releasing the site for construction.

Contractors also have a direct interest. A bid based on an unapproved layout can become commercially difficult when the authority requires additional sprinklers, smoke control, fire-rated enclosures, exit doors, alarms, or accessibility changes. Early code coordination helps define what is actually buildable, rather than leaving compliance items to be discovered after procurement or demolition.

For existing buildings, facility managers and owners often need a fire code submission when regularizing previous alterations, converting a space to a new use, upgrading aging fire systems, or responding to an inspection finding. A project does not need to look large to trigger review. Removing a partition, enclosing a corridor, adding storage, or changing a suite from office use to a higher-hazard use can alter the fire safety basis of the space.

New construction nearly always requires fire and life-safety review as part of the wider permitting process. Depending on the project, the submission may include a code analysis, life-safety plans, floor plans, reflected ceiling plans, occupancy and occupant-load calculations, exit and travel-distance diagrams, fire-resistance-rated assembly details, door schedules, and fire protection drawings. Mechanical drawings may be needed where the work affects smoke control, kitchen exhaust, stair pressurization, or fire damper locations. A qualified design and engineering team can then identify the likely submission route, missing information, and disciplines that need to be involved.

The goal is not to overcomplicate a small project. It is to apply the right level of review to the actual risk and regulatory exposure.
